Battlecruiser Sevastopol was one of two ships laid down under the Soviet Project 69 design in the late 1930s. The original Project 69 design called for arming the ships with nine newly developed 305 mm guns housed in three triple turrets. However, due to difficulties in the development and production of the new system, a decision was made to use foreign-made guns instead. In 1940, following a proposal from the German company Krupp, a modified version of the design—Project 69-I (“I” for inostranniy, or “foreign”)—was developed, featuring 380 mm SK C/34 guns mounted in three twin turrets. The outbreak of war, however, prevented this variant from being realized.

In the game, Sevastopol is presented as a what-if implementation of that design. The cruiser is armed with three twin turrets carrying 380 mm guns, capable of effectively engaging both cruisers and battleships. Its secondary armament includes four twin 152 mm turrets and four dual-purpose twin mounts with 100 mm guns. Anti-aircraft defense is provided by automatic 37 mm AA gun mounts.
